A consulting engineer is an experienced engineer (more often an engineering company) who provides organizational and advisory support for the design and construction of architectural objects. Until recently, you could often hear the term “Customer Service”, which performed similar functions. The activity of a consulting engineer is regulated by the Resolution of the Cabinet of Ministers of Ukraine “General conditions for the conclusion and execution of subcontracts in capital construction”, Resolution of the Cabinet of Ministers of Ukraine dated 28.12.2016 No. 1065 “On approval of requirements for quality control of works on new construction, reconstruction and capital repair, automobile public roads” and other regulatory documents. Specialists in the construction industry who provide consulting engineer services must have a qualification certificate issued by an authorized body. The cost of services is regulated by the “GUIDELINE on determining the cost of construction” and is approximately 5% of the cost of the construction object (determined by the contract, which stipulates all functional duties and conditions of cooperation).
